Plot: The envoy from Reuß-Greiz-Schleiz, Count Balduin Zedlau, has been sent to Vienna for some time and lives there with his lover, the dancer Franziska Cagliari, in his villa. His actual wife, Countess Gabriele Zedlau – a native Viennese – lives separately from him, as her husband has so far lacked the "Wiener Blut." Meanwhile, the Count has long been transformed by his lover and his chamber servant Josef, known as Pepi, into a Viennese rogue. When the Countess learns of this, she becomes curious and wants to personally witness her husband's antics. In the suburban villa, the Countess is surprised by the Prime Minister Prince Ybbsheim-Gindelsbach – the head of state of Reuß-Greiz-Schleiz – who mistakenly believes her to be the mistress of his envoy and therefore introduces her as his wife to avoid any scandal.
That same evening, Prince Bitowski invites everyone to a ball in downtown Vienna, where all parties are present. The Count and Countess increasingly take a liking to each other, but Franziska Cagliari and Zedlau's third "g'spusi," the seamstress Pepi Pleininger, are also present. Pepi is a fitting model in a tailor shop and is the only one who fits into the dress made for a sick dancer from Cagliari's troupe. She is quickly asked to step in as a dancer at the ball. In the excitement of the festive ball night, Josef and Pepi, who had originally planned to go together to a folk festival in Hietzing, get into an argument. In her anger, Pepi accepts the romantic invitation from Count Zedlau for a tête-à-tête in Hietzing.
The Count's wife and the dancer Cagliari are already aware of each other, but not of the other's relationship with the Count. When both hear about the mysterious third lover, who is also said to be a dancer, the confusion is complete. Only when Prince Bitowski introduces Countess Zedlau to the ball guests does clarity emerge. However, by then, the Count and Pepi are already on their way to Hietzing. Jealous, Cagliari sets off with the servant Josef, while the Countess is accompanied by Prince Ybbsheim-Gindelsbach to the wine tavern in Hietzing.
Here, the couples meet again: After a great mix-up, the right people are finally united: Pepi and Josef, Cagliari and the Minister, as well as the Countess with the Count. Wiener Blut...
