A lot is changing in the world, and she clearly takes a stand by saying, "Yes, but not without me!" As mayor, she would much rather celebrate people's birthdays than argue about something in the council. This time, it won't be loud, angry, or scolding, but as always - just funny. She looks forward to her audience, who hopefully will say: Yes, I'd love to join in!
