Hannes Balla likes to do things thoroughly and doesn't do anything halfway. With an iron fist and disrespectful remarks, he rules as the brigade leader of the carpenters over the large construction site Schkonka. Representatives of the party and state are Balla's favorite opponents, and he regularly rises to the occasion against them. One day, two newcomers appear on the construction site: the young engineer Kati Klee and the party secretary Werner Horrath. They throw Balla's world completely out of balance.
