In the 1930s, hardly anyone has money. This is something that even the thieves have to realize, as every third safe is empty, whether they break into a bank or large villas. This cannot go on, because how are the gentlemen thieves supposed to make a living? After all, this profession does not receive any government assistance. The thieves are demanding a significant reduction in penalties and a decrease in the risks for thieves in accordance with their reduced income. If these demands are not met, they plan to go on strike.
